Allan Sadowski AH6LS Appointed as DEC Central Branch

Allan Sadowski AH6LS has been appointed as DEC for the Central Branch of NC ARES.  In this role, Allan will continue high level support and expansion of the MARS Winlink system in use by NC agencies and provide guidance and direction to Central Branch activities, in general.

At 1047 October 3 2009, the North Carolina ARES Eastern Branch (NC4EB) announced the National Weather Service reports Hurricane Ziva’s winds have increased to 100 MPH and is heading NNE, and is now over Morehead City and is expected to continue this path through the North Carolina Outer Banks.

Following is the essence of a message sent October 2, 2009 by Bernie Nobles WA4MOK NC SEC

Note that the Central Branch Office will be represented by a surrogate HF station (i.e. not operating at the actual CBO)

REMINDER

SET IS COMING YOUR WAY SATURDAY OCT 3RD

TARHEEL NET WILL ACTIVATE AT 0800 ON 3923

Alternate frequency 7232 + or – QRM if 75 meters drops out

If your county is active during the set, no need to send a formal message indicating that you are active,

just check in with net control that your county is active in the set. If there is formal traffic it needs to be in the ICS-213 format, also indicate that it is a Drill Message.

Reminder that all traffic from counties needs to be directed to your Branch Office and not State EOC.

The Eastern Branch Office will be active, others may have a surogate station operating as the branch office.

The scenario will be announced on the TarHeel net Friday night, but may be a surprise message Saturday morning.

We all want to make NC at the top of the list, but most important is to check your systems, to see the pro’s and con’s of your capabilities , so we can better serve our agencies, and the citizens of NC.

Be sure to send in your SET reports to the ARRL

State SET October 3, 2009

The following is the text of an email message from Bernie Nobles WA4MOK, NC ARES SEC:

ATTENTION: AN SET IS COMING TO A COUNTY NEAR YOU.

DATE: OCTOBER 3RD, 0800-1200
TarHeel Emergency Net Will Be Active on 3923, alternate 7232 + or –  QRM

Please check your emergency power capabilities

Ensure that your ARES members have taken the necessary ICS courses

ICS 100, 200, 700, 800, and have your ARES members ICS completion certificates on hand.

Ensure that your ARES members understand how to use the ICS 213 message format, which is used

by NC Emergency Management, and on the TarHeel Net.

Ensure that your ARES members are listed with your county emergency manager

Be sure that you send your SET results into the ARRL

If there are any counties that will have their set on another date, please let me know by email.

I will announce the scenario Oct 2nd on the Tarheel Net [3923 at 7:30 PM]

WebEOC Training Opportunity

We’re planning to conduct a local WebEOC training session on Saturday, September 12th at the State EOC facility, beginning at 0900. If you are interested in this, please send an email to n4tab@earthlink.net. WebEOC is the management system used by FEMA, NCEM and all counties in NC. This is the system that we use when activated at the State EOC and Wake County EOC.

Please note the following:

  • you will need a valid NC Drivers License
  • you will have to have completed FEMA/NIMS/ICS courses IS-100, IS-200, IS-700 and IS-800 prior to this training. Either have your training certificates on file or bring them with you
  • you will have to sign a simple, limited, non-disclosure form (you can retain a copy) related to system access, operation and privacy
  • you will be issued a temporary, self-expiring password for the session and a 30 day window for further self-training

The session will require a couple of hours of your time. You will need to bring your laptop and, on site, log into a local wireless network for this training. Internet Explorer (Ver 6 or later) and Firefox (Ver 3 or later) and Safari (Ver 3 or later) browsers are supported.

Time permitting, we will also cover operation of the MARS HF Winlink system.
